WASHINGTON, Jan. 23 (Reuters) – President Donald Trump signed an executive order this morning reinstating the Mexico City Policy. The policy stops any federally funded non-governmental organizations (NGOs) from promoting or performing abortions.

It was first instated in 1984 by President Ronald Reagan and was rescinded by President Bill Clinton 1993. It was then reinstated by President George W. Bush before being rescinded once again by President Barack Obama.

The policy has received scrutiny since its inception with some citing it as an impediment to getting all kinds of contraceptives, not just as a restriction to abortion.
