Toronto’s homeless facilities are busy all year round. However, with the colder winter months comes a vital need to get the homeless off the streets and the question is, is the city doing enough? Emma Schatochin speaks with people who have made the homeless their priority to get their insight on what the City is doing well and where there is room for improvement.
